Transposing a waveform down x volts

Hi,
I've an issue I just can't get my head around.

I have an analog waveform that is approximately 2v to 3v peak to peak. I am trying to create a circuit to transpose this to 0v to 1v, that is, I need to shift the level down by 2v (adjustable). All my circuit trials and Google searching has come up blank so far. The area circled is really the only part of the signal I'm interested in. Any ideas? TIA

You can use an operational amplifier circuit to reduce the magnitude and change the offset of the signal. what power supply voltages do you have available?

When you say 2-3V pp, what is the lower value of the waveform?

Would you like the lower part of the waveform clipped so that only the small circled region of interest is above ground without attenuation?
