The CD4013 is a dual D flip flop. The A and B designators identify the different sections. For quad devices, you would also have a C and D designator.

The device this timer needs to trigger has a rating of around 32mA using 12V DC...

Having looked through the catalogues, I'm feeling that the 4013 is rated to a max of 8.8mA, which I believe means I would need to use a relay later in the circuit.

In your opinion would I be better off finding 555 circuit to accomplish the same result (10 seconds power on, then power off until the power is reset)?
