The two pulses are both emitted from the TDR.



Really, you are only interested in the red box. Here, the pulses after the first are reflections.

Everything to the right of the purple line is from the next pulse emitted by the TDR.

I think he uses a pulse train. He needs to send pulses continuously, because his oscilloscope doesn't have a memory to record the response. So he needs to pulse continuously to be able to see the reflection at all times.

It's just that two pulses can fit in his screen. If he zoomed in the time, I bet he would see only one.
