The voltage should be line to line voltage. With 400V, result is the same than the meter shows.

 

So are you basically saying, I have measured line to neutral?

Numbers indicate, that you have measured line to neutral if assuming that the meter shows correctly. What did you measured? It could be, that the meter shiws wrong.
Voltage is line to line voltage on typical three phase motor rate plate.

Voltages in star and delta are shown on the rate plate. There are several voltages used, but at least 690 V is common so perhaps 700 V too. It is 400V in delta connection and 690 V in star connection.
