Switching DC+ to DC- via Timer....Help

I would like to create a timer that switches DC+ to DC- on a 24 hour cycle....
Input power: 120V AC or battery powered DC...
Anyone have any suggestions? or is their anything out there that does this?

How about a purchased AC-line-powered timer driving a small DPDT relay with a line-voltage AC coil? I have a couple of these timers, and they can be programmed to turn on at a specific time, and turn off exactly 24hours later.

The DPDT relay contacts can be wired like an H-bridge to reverse the polarity of a DC voltage:

What I am trying to do is this:

Have a box that you can mount outside.. (battery operated would be best) It should have have a manual timer. It connects to a single wire that runs around the perimeter of the property...(but does not complete the circuit) So for instance.....
I can set the timer for 6am -thewire would have a positive charge... then at 6pm it would switch and the wire would have a negative charge.......

i that makes sense? I would like to do it the simplest way.......
