STM32 parameters explain.

I found out this table on the datasheet of STM32.
I knew that I_VSS is the maximum of input crurrent suply the chip can bear without any damages. Did I get that right?
Can anyone explain the parameters in this table for me?

This I assume is obvious -

This is current injected into or taken out of a pin where you go outside its rails by ~ .7V and turn
on the parasitic diodes in the CMOS structure.

Not so obvious since you got it wrong. That is the max source and sink current for a single pin. For instance, if you are driving an LED.

Then there is this condition of injection -

The first condition led drive current as you state, the second preventing parasitic SCR
from triggering in CMOS.

Okay, that was not clear. I assumed the text below the first table was explaining what the parameters in that table meant.
