Sportsart TR32 Treadmill Drive Motor issue

Has anyone worked on this model treadmill? We are not getting any error messages. Press any start button, the display suggests a pause and reverts back to the startup screen. Normally after pushing a start button, after a 3 second pause the treadmill belt would start moving. Now it pauses and without any error message or belt movement it goes back to the startup screen. We are getting power to the motor drive board, but no power to the drive motor wires. No blown fuses or obvious failed electrical components. There are 2 IGBT's that feed to the motor. The repair manual says a red LED would come on if either or both IGBT's short circuit. This light has not come on but I suppose there are other failure modes for an IGBT. No circuit diagram is available.
