What aspect of radio wave propagation? Link budget for line of sight effect (free space path loss, atmospheric attenuation due to rain, fog and gas, and multipath propagation due to bounces on the ground)? Upper atmospheric effects (refraction and reflection) on propagation?

That's more about signals in the shortwave bands. It's a complex subject that I and other radio professionals studied and used until the early 80's for long distance secure communications.We had ionospheric sounders and received regular propagation reports and predictions about usable frequencies but a lot of it was operational predictions from long experience, 24/7, from years of handling long range HF links.

I took this class in the 70's when HF was still king.

I would think that most of the modern programs are made by and used by amateur radio operators.
