Hello everybody i have posted time ago problems to generate frequency with the HC4060 and today i am back with another default on pin 1 2 3 are ok! the other ones have no signal and the circuit is connected on breadboard ! my frequency metter is a velleman dvm4100,
waiting for your opinions!

If pins 1,2,3 are giving the expected output then the oscillator is working, so it appears you either have bad connections in the breadboard or defective stage outputs. The IC is static-sensitive so subject to electrical damage if carelessly handled.

By bread board, do you mean one of those boards with wires you push into pins in a matrix.

If so, you might have run into the crystal problem.
crystal oscillators are VERY dependent upon capacitance / inductance on their pins, 9 impedance )
these sort of bread boards have notoriously bad impedance,

You can easily stop one of these oscilators on a board by putting a finger near one.
on a bread board, your better off using an oscilator, not a crystal.

hi andrewmm! thank you for this point of view! so i will change my crystall 16mhz for an oscillator of same value on breadboard! do you have an example of schematic? can i put directly a cd4017 with?
