Simple LM358 Inverting Config OpAmp won't work.

V+ is negative of V- so the output is trying to go more negative to make the inputs the same voltage. The output would need to be -1.95V. As you have, presumably, the negative power of the LM358 connected to 0V it has gone as far negative as it can.
