As @MrChips says, it is a what we would now call a ""resistor decade box" or "resistor substitution box". It doesn't appear to be laid out strictly on the decade pattern but the idea is that by placing jumpers in the holes on top a desired resistance value can be made up out of the various resistors in the box.

This is an example of a much lower power handling modern version:

It is a much older resistanc box, possibly used for bridge balancing. A museum piece of sorts. It may still be useful if it is undamaged internally.
