Does anyone have a schematic for a DARK SENSOR switch that would operate on 12v to 18v'S

Once it gets through the switch......(no HUNTING) either ON or OFF

Does anyone have a voltage regulator circuit the will bring the 12 to 18 v down to a steady 9v?
