Why realy always use with half resistive load.For Ex. If relay No current capacity is 30 A then it connect with resistive load only 15-16A

It is generally better, for reliability, to leave a margin between the specified value and that actually used. This applies to all electronic components. For instance, if you want to switch 50V use a transistor rated at more than 50V (100V would be good).
