I built half of this circuit to test it before getting a PCB printed and and it works like it should except that the LED's turn off when I apply power to the gate inputs and push the reset button, and turn on when I remove power from the corresponding input.
What I want is the corresponding LED to turn on when power is applied to the gate input.
I'm using CMOS 4013, and 4081 chips with the LED's driven directly buy the 4013's.

 

Maybe you have the Q and /Q outputs on the 4013 reversed.

I figured it out.
in rebuilding the circuit I discovered that I had misconnected the inputs on the "AND" gates.
