PV system operation at low irradiance levels

I have designed a PV system which like conventional systems has a Boost converter followed by an inverter. The output of 230V (AC) is achieved for irradiance of 1000 W/m2 to 600 W/m2. However, after that from 500 to 200 W/m2, the system has to be overmodulated which should not be done to get the required output. Simple duty cycle variation is not working for the lower irradiance levels. Please suggest how to fix this problem.

That's what I was thinking but I stayed silent.

Think about it: Over the life of the panel, what would be gained from a slight optimization at conditions where almost no power is available? Is it worth your time to design for these conditions? It's the squeal of the pig. Let it go.
