So this is a SSR that you are using for a load?
I would use a coil relay at the supply rated voltage or a lamp etc.

 

Also what component composition are you using to trigger it?

also with a little more testing i cant seem to get it to work with the would anymore it works with my finger and metal im gonna check and make sure this is a capacitive no inductive mabey they sent the wrong sensor

I don't think so the specs say:
Detecting object: metal or non-metal material; supply Voltage: DC 6-36v; current output: 300mA; response frequency: 100Hz

 

For non-metallic objects, try referencing the outer body to earth GND?
