M is defined in the text you have shown. K is poorly addressed but later in that same book it appears that the author is using K for "compensation factors".

I read this book at page 4, but I do not understand how did the Za, M, Ia0 and Ia1?
what is mean by the M and K at question 13.1?

For starters that is not the current means of locating faults, and has not been for over 20 years. Presently cable fault location is done with pulse reflectometrey, where the time for the reflection from the fault is compared with the time to travel the whole length of the cable. So while this example may be a novel way of exercising students, it is not terribly useful in the present world.
