The answer depends on a number of factors.
1. How much gain does your antenna have? Is is half-wave, quarter-wave or directional?

2. Where are you transmitting? Indoors or outdoors or from one to the other? What kind of obstacles are there between the transmitter and receiver?

3. What is the sensitivity of your receiver? How much field strength do you need to get acceptable reception.

4. Are you transmitting between two mobiles, between a fixed and a mobile or between two fixed stations?

5. How high will your antennas be off the ground?

6. Is there any interference or background noise at the frequency you intend to use?

 

Have you checked the regulations of the country in which you plan to operate to find out what kinds of transmissions are permitted?
