plz help

I have a car amp I believe the transistors are and I was told of the top iS bubbled up is no good how do I replace them

You need a de-soldering tool, new parts and a great deal of patience. You'll probably muck it up and have to buy a new radio, but give it a try.

Watch a youtube video or two to learn how to desolder, then watch some videos how to solder.
There are plenty of tools and consumables at the local radioshack. Give it a try.

If it is a car audio amp, chances are good that the output transistors are at fault, but in some units there can be many and they can add up in price. Bubbling up is not usually a symptom with these. If you change one, you should change them all but you should test them first. Look up testing bipolar transistors on youtube. A word of caution though. If you have never done this kind of stuff before, an audio amp is probably not the place to start. There are things in there that can hurt you severely if you are not careful
