I was thinking of building a version of Mike Yancey's FM Stereo Broadcaster which is based on the $15 NS73M Breakout Board at Sparkfun.

Good news is that it's stereo and you get rock-solid frequency control and pre-emphasis control. Bad news is you need a microcontroller and LCD display to control it and it's only 2-mw output.
