Decibels is a relative value.

An amplifier with a gain of 46dB has an amplification of exactly 46dB.
Start with the definition of a decibel and take a shot from there.
That's for power gain.
Amplifier gain (unless it's an RF power amp) is usually given as voltage gain or Av(dB) = 20*log(Gain) where Gain = Vout/Vin
