Nordic track elite 900 treadmill capacitor blowing

Hi,
after treadmill repair guy replaced bearings in my treadmill motor because they were making noise when he tried to turn it on capacitor blew and started smoking,
after his electronic repair guy soldered a new one treadmill was completely dead,
i then went myself and found a guy that replaced some part on the controller i dont know which one exactly and treadmill came alive but blew capacitor again,i dont see any open wires rubbing anywhere but i found a almost broken blue wire at the motor that broke after i dismounted the motor,

treadmill was working fine it only made mechanical noise in the motor and it would ocasionally cut off,it has only 65hrs of use

what could cause this?

Can you ID some or part of the cap circuit of the one that is blowing?
Usually you can see fresh soldering on a cap component?

this treadmill is dual standard it can work in europe and usa as well maybe transformer broke or something,im in europe

What is with the plastic around what appears to be a blown electrolytic cap?
A cap such as that usually blows from either the application of AC, or too high a voltage, or both!
In the absence of any schematic, It looks like it needs a little reverse-engineering to track the source of the problem! ;)
