noise on micro controller pwm output

i think these spikes appears at the switching pwm as they almost have the same frequency. i amn't sure yet that noise is permanent at this waveform as sometimes it turns to flikers attached when i turn the oscilloscope scale button . yes this on c6 200uf terminals. yes this signal is dc voltage around 15 v
