Needone 48L humidor cooler

I just got yesterday a brand new needone 48L humidor cooler for cigars. Yes I know I can just return it and I should. And have to reorder one blah blah. But part of me is interested and pretty handy. But this is what is happening.

My room thermostat is set to 68. Large room. I have a nest thermostat on top of the needone to test ambient air. 66 lowest. I put a nest thermostat inside the humidor. I turned it on. I set the cooling temp to 74* so it won't cool just run circulation fan to keep it around 66-67* in winter. Unfortunately the cooling unit is still getting some power. Over a few hours it's 62* inside the humidor which tells me it's still cooling. Stuck on cooling.

I removed the back to expose the circuit board. Last night I unplugged the 2 exhaust fans on the thermoelectric cooling unit that we're still spinning. Not full speed but we're spinning which tells me it's cooling slightly.
I went to bed. Woke up and temp was 85* inside. And the heatsink was hot. That told me the NTC1 part of the thermoelectric cooler was on when shouldn't. I unplugged that. Now my humidor is sitting at ambient temperature. 67*. Because the cooler is basically unplugged. I can plug in 1 fan into the board and the fan will slowly spin. Why would the NTC1 and 2 fans be getting power and not turning off according to the temp setting?
Pics of board and NTC1 I unplugged and the 2 fan ports for cooler unplugged that seems like aren't listening to temp display and always on. At least on enough to cool passed ambient. Red light is constantly on. Green never on. Any ideas. I can always take back reorder a new one. But if it's a easy fix may just fix it. The thermostat is accurate to my nest thermostat. I kinda want to keep it as I've read some of these units are 6* off etc etc

It's fx-100-1 board.

If I measure right ntc1 port is 7.61v. With temp at therm 74. And inside temp showing 67. And two fan ports are reading 2.42....
