i have a CB radio different calls sound louder or softer. i want to build a amplifier that plugs into speaker out. i want it so that audio level is always the same then i do not have to turn up/down audio all the time. i hunted web/libary for circuit type but found none. do anyone ave any idea on a basic op-amp with contant output reguadless of input level.

Search for an "agc circuit". That is automatic gain control.

 

What you want is a compressor. A hyperactive AGC.

would you be interested with just a two (2) transistor circuit as your audio compressor? this greatly simplifiy the work.
