I have a problem with these boards and obviously I'm unsure where to go next. I am only getting 4.5v across the caps 2 and 5 and 18v across C1. I have double checked the soldering. however, the transformer is a 230v 15v-0- 15v and at the moment am only using 2 output wires . i want to operate 2 boards so i was hoping to wire 15v - 0v for one board and 15v -0v for the other but should it reflect the mains input, centre tap.

So.. 15v (0/0) 15v? thanks in advance.

I do not understand. Can you make up the schematic as how the two wires from the transformer connect to the board. I think you need all three wires to connect to the board.

Also look on the marked spots for shorts:

As Ron said, for a dual supply you must use 3 connections to the board.
The middle point of your transformer is your ground.
