Mod 9 Vs. Mod 13 Asynchronous Counters

Hello everyone...so I'm building a mod 9 and a mod 13 counter.....just one question...since they both have 4 stages ( 4 J K Flip flops) what should I tie the PRE and CLR to? ( Hi or Lo) to have them reset at 9 and 13 ?
