Mobile power supply for diy project

Hey there , quite new to the subject and had no one to ask .
I am currently building a project that will need portable chargable power supply of 12v and at least 5000 mah.
My questions are :
1.how can i connect 3x 3.7v 14500 batteries so i will be able to charge them throught some kind of port on the mobile device?
2.is there any other way ? It needs to be small enough to fit a tube 16 mm width.

Even good brand-name 14500 lithium ion cells will be under 1000 mA·H capacity (e.g. Panasonic at 850 mA·H), so unless you plan on a really long tube so you can use multiple sets of 3 in series, you have no chance of meeting your requirement.

So what options do i have? How big will be a good brand high solution? Maybe bigger ones? 18500's?

Have a look at battery data. For instance, the 16850 ....

This is 3.7V 2600mAh so as a rule of thumb, would require 3.7V x 4 cells to give about 12V at 2600mAh, and that x 2 to give 5000mAh, therefore, 8 x16850 cells.
This is pretty rough, but can give you an indication of the mass of your battery.
Then you need to look at charge and discharge controller, voltage converter....
