Well, it's not enough to understand the CE is "somekind of a enable pin."
What does it do? How does the part behave with that pin is HI? How does it behave with the pin is LO?
Read the data sheet -- they have a section devoted to the CE pin.
Take note that there are different variants of this part depending on the polarity and existence of a passive pull-up/pull-down on the CE pin. Your schematic doesn't say which variant it is for.
