Why can't you use it?
You wind on a few turns of any kind of wire and calculate the turns/volt you get from it to calculate the end number required.
Obtain some varnish and coat the damaged winding.

If the primary winding is not damaged then yes you can apply a dope like nail polish or similar resin. Next try placing a turn or two on your core. Measure the input side which should be about 220 VAC, Now measure yourturn or two. That should give you an approximate ratio of IN and Out. You measurements are RMS voltage. Next on a bridge rectifier figure a 1.4 volt forward drop so allow that in your secondary winding. You want 3.0 VDC so allow for about 4.4 VAC on your secondary.
