I've experienced a disconnect as I try to measure the capacitance and when I twist the meter a little the capacitance reading is enabled. does anyone know where the disconnect is in the meter. It's impossible to tell from the description and photos.

General principles:
There is a board to board interconnect, clean the pins on that and reseat it.
Look for physical damage to components (e.g.: a cracked resistor) and replace any that might be bad.
Look for cold solder joints and reflow any suspects.

Yaakov are you saying separate the top board from the bottom board and make an observation of things that may look suspicious? I'm thinking if I open the meter and do that if I can I will see rotary switch contacts. I think it has to do with the insertion Jack of the capacitor and I don't think I can do anything about that because I can't access it.
