Main circuit breaker outside of the main panel ?

Hi.
Is such allowed in USA building/electrical code for residential 230VAC split phase, AC, 60Hz ?

Utility pole------------>Utility energy meter------------->External main breaker, 200A-------------->breaker panel rails----------->circuit breakers---------->circuits

What's the possible problem with this configuration? External 2 pole line 200A feed breakers are common.

This breaker box is suitable for use as service entrance equipment for compliance up to 2017 NEC code, and is rated Type-3R for outdoor use. This enclosure accepts a B-Hub for top feed applications (sold separately). For non-service entrance equipment applications, ground bar PKOGTA-2 is included.

As far as safety goes, it should be fine.
BUT.
The NEC ( National-Electrical-Code ) may not allow any uses that the
Equipment is not explicitly approved, or rated for.

Sure but why if a mains breaker disconnect breaker is already in the typical indoor main breaker load-center box.
Because a non-utility second energy meter will be added to the dwelling apart from the photovoltaic inverter circuitry and existing net-metering.
