Lower voltage pass through heater

I need to connect a heater C1JX3A (240V, 44W) to my circuit. But my circuit can only give a power supply of 200V.

Will it cause my heater cannot be operate?

A resistance type heater, has a none linear resistance. As its heat goes up, its resistance goes up,
As the resistance goes up, the current drawn goes down, as the current goes down, so does the watts, and thus the heat goes down.
This is how they stay at equalibrium.

At startup, when cold, resistance is liable to be very low, and will take a big lump of current from your power supply, check thats OK,
