It seems i took on more then i could handle heh.
I managed to convert the Signal timings as info was easily available
But having a real hard time finding information on the rest.

VLC can convert just about anything to just about anything else and I believe it's all open source. Maybe the info you need is in that project somewhere?

Pretty sure VLC won't have anything to do with PAL or NTSC as it deals with Computer video.
Did browse through it in any case.

There's Handbrake, a Full Fledged Video Transcoder. Freeware.
I've been using it for years. No issues, no complaints.
