im looking to design a input filter to an inverter which has the following:

dBµA of 100 (something ive never dealt with before) with a second order drop off at a cut off frequency of 15kHz.
what im looking for is guidance on the approach to design such a filter?
do i need damping or is inductor resistance and ESR of the capacitor enough? obviously i dont have these values as of yet...

any advice would be welcomed? or any literature to read?

I pose the same question, I have not seen that term before. A bit more explanation of what exactly you are trying to accomplish will help a lot. My mind reading skills are really very poor.
