Kalorik BCWH-69 PCB Help!

I have a Kalorik wine chiller (Model BCWH-69) that suddenly stopped working one day. I made a claim with the company for the warranty and they just cut a check rather than tried to fix it. I would rather fix it, as I’m sure it’s not an expensive or difficult fix. I’ve watched a few YouTube videos and am a bit lost. Some repair videos showed a unit with a compressor, which mine does not have. I believe it is a thermoelectric cooler. I have a attached photos of the PCB and there was one piece labeled RTC that seems to have burnt out. There were little pieces of plastic that fell off of it and you can visually see that it looks burnt. I’m not sure if I can just simply replace the board or how to fix it, but any help is greatly appreciated! I’m not even sure where to start for purchasing a new board. The NTC will be in Series with the mains input, and will probably have blown the fuse,.reason could be a blown mosfet or bridge rectifier. The NTC could be a 50 ohms 20A type..

The 16pin chip looks like a TL494,

The big capacitor, top right of the first picture, looks like the top is bulging. If it is it is dead - replace both capacitors. Check the four diodes immediately below those capacitors.
