Is This a Safety Capacitor?

Hi again- Trying to identify if this is a safety capacitor or not. the 2KV rating and blue body makes me think it is, but.... I would think the crimpled leads would not be crimped--

I would think the crimpled leads would not be crimped-
Those crimps as you call them are to keep the cap body off of the PCB until soldered. They were first needed when pick and place machines and wave soldering came into use. Without the crimps the leads could go all the way down to the PCB surface, something not really wanted.

Thanks- I know why they are crimped (as you stated), I just was thinking that Safety Cap would not have the leads get near each other like that, so I think that helps confirm what others are saying- it's just an HV cap, not safety.
