I have tv power supply board and want to measure with digital multimeter and osciloscope without connected LED backlight and displaly board.

if its not will only display board make measurements safe?

i talk about sparkles and others.

It's probably safe (but there's no information to base that on, just a general situation).
However, you may not get sensible readings. Without a load the voltages may be too high, and being too high may trip the protection circuit so you actually read no voltage or a pulsing voltage as the supply keeps trying to power up.

 

What do you want to check for, to see what they do and how they work ? Or is it repair ?
