I have a solar panel which gives a output of 8.42 v.
I have to increase the voltage to 12v for LED lights and for other purposes.
I need a step up circuit which makes the output of the solar panel to 12v.

You need a DC-DC boost converter. Heaps advertised on the web. Cheaper to buy than to build.

Assuming an efficiency of 90%, your solar panel can only provide about a quarter of the power you want.
