ICON MC1648DLS Treadmill Motor Controller has no output

I have a Mc1648DLS Treadmill motor controller see pic. It has 12v on 10pins connectors"V" and 2v on "P" pin on 10pin connector. I tried to use PWM (connect G,V,G,P) on 10pin connector to test it and I got no voltage on A+.
