I need to spin my DC motor for it to work.

Something weird is going on with my DC motor . When i turn on my arduno, i hear it (the DC motor) working, but it doesn't spin, and then i need to spin it a few times (with my fingers), and then it starts working. What is going on

One of two things, there is a very low DC voltage present, not enough to rotate the armature?
The other there is a low AC or ripple content causing the buzz, a DC motor generally is silent or very quiet.
What is the motor,PS, and drive method details?
What do you mean "by hear it working?"

I am using a motor similar to this one https://www.indiamart.com/proddetail/dc-motor-small-size-3-to-9v-3000rpm-12388061791.html and I connected it to the arduino like this https://www.instructables.com/DC-Motor-Control-Arduino-Uno-R3/
By hearing it work i mean that i can hear some silent buzzing.....

So you are using a simple H bridge iC, it sounds like there may be some small residual current if the motor buzzes slightly before a actual command is given from the Arduino?
Normally any PWM command is terminated when the motor is supposed to be off.
