No. There’s no frequency-dependent component to pure DC. Note though that pulsing DC is not the same and would exhibit the impedance effect.

The resistance component of a inductive load at line frequency is essentially the same as that measured by an ohmmeter, but the inductance adds a reactive impedance that is proportional to frequency.
