What is the output of the converter *without* the LED?

The converter should run with no load, but it might no be happy. First, try to get an output voltage reading with no load.

Next, remove the LED from the circuit and replace it with a resistor in the 100 ohm to 1000 ohm range, rated for at least 10 W. Do not run this connection for more than a few seconds at a time (or buy a much larger resistor). Connect everything with the power off, turn on the power, take a reading, and turn off.

Please post a sketch of your wiring connections to the battery, converter, LED, and meter.
