How to remove this protective layer?

I have a device like in the picture.
It is protected by a layer of chemicals. Anyone know what that is chemicals.
And How to remove the chemical class and take power circuit ?

It's called a potting compound. If it's hard it's an epoxy, and you are not to be able to remove it without destroying the circuit.

There was a company called Oxley Developments that marketed a resin disintegrator solvent, but it might well also destroy the potted components.

Once I sat on the back step with a milling bit in the electric drill carving away at a Honda motorcycle regulator - it took all afternoon, but I did eventually manage to trace the circuit. The CDI unit from a later model even defeated the angle grinder.
