I don't think compliance would be a big deal. If there is a relay product on the market that is legal then an electrician could install that along with my raspberry pi in an enclosure. The issue I think would be the reliability of the pi.

I think i would use an Arduino or a PIC chip.

 

Possibly but I am running influxdb and grafana so would still need the pi somewhere. I get that simpler equals more reliable so it would make sense to have the 2 devices.
