how to give delay in gal 22v10b or flipflop

can anyone of gal programming will help me in giving delay in my program
i have 2 outputs
4 inputs
lets inputs are A,B,C,D
and outputs are Y,Z
i need a program which when i press A it turn Y to 1 or high
when i press B it turn Y to 0 or low
i am using wincupl .
plz help me in doing this
