I'm Wondering Just How Exactly Do I Wire A Normal BAllast Instead of using another MOT or a salt water resistor or something..just a normal ballast you'd find at Menards or Ace or somewhere..
because I have two and I'm wondering how I can wire those to work as a ballast for this one MOT so I can make arcs without worrying about tripping the circuit breaker

that's what it looks like also it has 8 wires .. 1 Black And 1 White ... 2 Blue Wires (shorter than the red and yellow wires) 2 Yellow Wires And 2 Red Wires..

Where Would I Attach OR Wire Those All To On The MOT

The short answer is: "You wouldn't".

what would happen if you did though... just two.. but also you wired a lot in parallel to be able to output the same voltage as the secondary coil

It depend on the type of ballast you have. An old magnetic type would limit the current but new solid state one would do nothing being its output is high frequency (40 - 100 KHz) and thusly not compatible with the ironcore MOT.

If you want to make arcs then get yourself and automotive ignition coil and build a proper driver circuit or find a old fuel oil furnace ignition transformer or old neon sign transformer.
