I guess it would depend on the frequency response of the latching DMM.

 

Not quite sure what a "Latching DMM" actually is?
Most good quality DMMs offer a Min / Max feature where over a period of time they will record a min and max value of an input such as voltage or current. All meters have a sample rate and the faster the sample rate the better the odds of capturing a fast min / max value change. With a fixed voltage if you capture the peak current you can calculate the power peak. All you will have is a peak value. You will not have a duration of the peak.
