Hobby LED Distribution Board Issue

Hello,
German manufacturer NOCH produces these nifty model train controllers with a distribution board for the LED lights to light the structures on the train layout.

Controller takes 12V AC adapter, has two throttles (work fine), and it is connected to a small distribution board with built-in sockets for 5 LED lights, which are included and already plugged in into the board. If one wishes for more lights then there is also included wire with plugs to connect to another distribution board. Very neat solution, except LED lights don't work.

All sockets on the distribution board receive 11.5V measured and verified, actual included LED lights work fine outside of the board, however they don't work when plugged into the board. Board has 6 identical sockets, however they are labeled - one for input power from the controller and the rest are for lights. Input power cable is plugged into correct socket, checked.

Attached is the photo of the distribution board.

Any suggestions as to why LEDs wouldn't work are welcomed.

The Noch ad I found says the single or dual LED modules can be connected directly to a 16V transformer. Maybe they light only at maximum throttle when connected to the train track.
