Can somebody advise on whether to go a for a mixed signal scope or a DSO with logic anaylzer. which one is better ?
Also, which scopes are better ?? Tektronix /Yokogawa/Regol/Agilent for a budget of $ 3000 to $ 4000 ?
I want to setup a electronics laboratory ..

I dont know wich one is the best but in my Lab, they're using Agilent

IMNSHO Agilent is FAR AND AWAY the finest! Be advised, however, that pricing starts at circa 10X your stated range --- That said, you may wish to consider 'upward adjustment' of your 'budget' -- It is my observation that you really do get what you pay for! -- If it's a matter of funds availability -- as opposed to discretion -- be advised that previously owned Agilent equipment is, as a rule, superior to even unused 'offerings' of their competitors...
